Soft unpledged are super delegates. Soft pledged are the pledged (7) delegates that VI has for its caucus.

They're in the same time zone as the east coast. I'm in MA, and it's currently 5:08pm ET. The time should be the same there.

This includes 4 or 5 super delegates.
