I believe that number is total delegates to the their state conventions.
It's a complicated process. Some states have area conventions, then they are pared down, and then again, until they have to one state convention.

Those are state delegate votes.

For example, over 200,000 showed up for the Washington caucus.

Noting the “huge” voter turnout — in Washington, party officials estimated more than 200,000 people participated on Saturday, close to the record set in 2008 — he told the crowd, “We are making significant inroads into Secretary Clinton’s lead.”

those are probably delegate equivalents to the state convention.

Definitely more people participated than that.

Everyone said it was larger turnout than previous . I really never follow caucus turnout before so I am surprised it wasn't higher for all the Bernie brag.
