This, of course, happens nightly around Venezuela, but they are "unseen" bandits, causing terror and killing people with impunity, as well as robbing them.

Chavez would have called for them to stand down. Even Venezuela Analysis once called the Tupamaros non-aligned with Chavismo.

Of course, Venezuela Analysis is unsurprisingly downplaying the Tupamaros problem.
