Does anyone here know what this piece of legislation did in 2012?

Most of this legalese stuff gets like half a paragraph into the legislation, and it is all "This bill will modify section 14 of sub section 32 of the HR 1223 to read exactly as the section 15 of sub section 23 of HR bill 1236."

Which is fine if you have all those bills at your disposal (Which of course, you do, if you could take the time to read all 40 million pages you'd need to read to make sense of any of it.)

In the old days, like the early 1980's, you could call your local Senator's office number and a staffer would explain it conscesly and in lay person's language, but now they all just say, "Go to Dot Gov and read it yourself."
