Question on hypothetical financial system

I got this many, many years ago from a sci-fi novel. Forgot the title or what it was about.

There was this alien civilization and they had three kinds of currency in parallel use:
* If you receive money in the first kind of currency, you can spend and invest it immediately.
* If you receive money in the second kind of currency, you must hold onto the money as savings for a medium time before you are allowed to spend/invest it.
* If you receive money in the third kind of currency, you must hold onto the money as savings for a long time before you are allowed to spend/invest it.



Does this make sense?
What would such a financial system be like?

Whoever {private or public}
has access to a reserve/source
of Spending Currency $$
will provide a currency trade service ...
and allow the $$Spending Currency needy to cash in their Medium & Long term Currency holdings for a fraction of the $$Spending Currency value .....

People who are in a position to "Save" will put some of their $$Spending Currency into either
Medium or Long Term Currency holdings....
But will face penalties if they need to access those holdings before they 'mature' into accessible funds.

Loans & Credit would function the same way as today ....

Same game, just different names.
