See the video to check out the red hats that dominate this group of protesters. The "news" report doesn't even mention that.
Also note the professionally produced protest signs.
A real grass roots uprising against tribal fisheries management?

I swear it seems like every year, a bunch of Grumpy White Guys gather up to whine about the Tribes having and exercising treaty rights to the fishing here. Every time it's the same thing. The runs are low, the tribes say "Well, let's let stock replenish" and the Grumpy White Guys go on a whinge about not getting instant gratification.

The latest fad among angry white fishermen is to blame them for the collapse of the Lake Mille Lacs walleye population, despite the state Dept. of Natural Resources stating flat-out that Native American fishing isn't to blame, and that climate change largely is.

Hence a the hats. I dont think that a big deal, most protest are organized by somebody. Its not like one guy decided to protest and was suddenly amazed when 30 other people happened to be there for the same reason.
