Voted against measure declaring ‘climate change is real’

In 2015, Collins voted against an amendment declaring that “climate change is real.” The amendment, added to legislation directing the approval of the Keystone XL Pipeline, stated, “Congress is in agreement with the opinion of virtually the entire worldwide scientific community and a growing number of top national security experts, economists, and others that — (1) climate change is real; (2) climate change is caused by human activities; (3) climate change has already caused devastating problems in the United States and around the world; (4) the Energy Information Administration projects that fossil fuels will continue to produce 68 percent of the electricity in the United States through 2040; and (5) it is imperative that the United States invest in research and development for clean fossil fuel technology.”

Voted against green jobs

In 2015, Collins also voted against establishing a grant program to the states on climate change education and to create state green school building standards. The school building standards were widely seen as an opportunity to begin to create green jobs. The focus on creating employment while addressing climate change is now a key component of a just transition away from fossil fuels to renewable energy seen in federal and local Green New Deal policies.

Voted for Keystone XL Pipeline Construction and offshore drilling

In 2014, Collins voted for a bill that allowed TransCanada to construct the Keystone XL pipeline from Alberta to refineries and facilities in the U.S. Keystone XL, the fourth phase of the Keystone Pipeline System, attracted opposition from Native American tribal members and environmental advocates and was temporarily delayed by former President Barack Obama.

Multiple votes against EPA enforcement

In 2011, Collins voted for an amendment to the Small Business Innovation Research Reauthorization that sought to delay the Environmental Protection Agency’s ability to regulate greenhouse gases under the Clean Air Act. Also in 2011, Collins voted for a bill that unsuccessfully tried to prohibit the EPA from using funds to implement regulations on stationary sources of greenhouse gas emissions. In 2010, Collins effectively voted for a resolution disapproving of a EPA finding that greenhouse gases qualified as dangerous pollutants under the Clean Air Act. The Senate rejected the motion.
