It seems that the video never really answered the question. It seemed to me to be an advertisement for wood apartment buildings, because they are cheap.

I found this very interesting, took 3 semesters of history of architecture when I was in school and this explains why so many new urban apartment buildings now look like this.

Because it's cheaper. And they are only allowed to be 5 stories, no higher. And it's a lot cheaper than building individual dwellings.

That allowed for 5 floors of
Non combustible wood (much cheapern than brick). He began building first floor with cement for retail with 5 floors above for apartments. Big saver on construction costs. It took off all over us
