Government stewardship (New to me)

Driving home Npr (the daily) is on and I was thinking that this episode would be boring since it wasn't about Trump. Then a timid voice a environmental lawyer I think she was. Started talking about the concept of environmental responsibility and stewardship by the government. Its been a long time since I heard someone so clear and on point. I loved it and I thought I would bring it up here incase someone knows of a source to start reading up on this.

I was wondering if this was a new way for the states/USA to be thinking about the environment. Does anyone know who the lawyer that was being interviewed was?
