Russia's Far East is basically empty. Nobody lives there. About a hundred thousand illegal chinese immigrants go there every year... and Russia doesn't care. Because they really, really want to see that area populated.

They want to populate that area so badly, they are now giving away land to immigrants for free, if they move there.
