China to Raise Penalties on IP Rights Violations

China said it will raise penalties on violations of intellectual property rights as it attempts to address one of the sticking points in trade talks with the U.S.

The Communist Party and State Council on Sunday issued guidelines to strengthen the protection of IP rights that local governments will be required to implement. The country will also study a lowering of thresholds for criminal punishments for those who violate the IP rights, according to the guidelines, that didn’t elaborate on the matter.

China said it’s aiming to reduce frequent violations of IP rights by 2022 and plans to make it easier for victims of transgressions to receive compensation.

IP rights protection is among issues at the center of U.S. demands for change in China’s economic system and one of the remaining sticking points in trade talks between the world’s largest two economies.
