Russia recently announced a new wave of mobilization, with a notably different intent than those preceding it. It appears that the Kremlin now aims to protect key installations throughout the country by having reservists fire large caliber weapons at approaching drones. 1. Part of the reason for recent Russian incursions into NATO air space is to say "You are vulnerable too!".

Having poorly trained reservists firing large caliber weapons at aerial targets will likely lead to deaths on the ground from said friendly fire or at least an increase in the number of leaky roofs. Even the Russians must know the bullets don't just keep going out into space when you miss your target.
