When Russia or the Soviet Union change regimes, isn't it that the tv goes down and they play

Swan Lake over and over until the new regime is announced? (Or have I confused my Tchai ballets?) Looking at the gift this way, could we infer that the Swiss were reminding the Russians that change is the unchangeable?
