Roughly three-quarters of Jewish settlers in the West Bank would be included in redrawn Israeli borders envisioned under U.S.-backed peace negotiations, the lead U.S. envoy told American Jewish leaders on Thursday.
The settlement estimate was among details of a closely held plan to frame a peace treaty between Israel and the Palestinians this year, a participant in the conversation between Jewish leaders and U.S. envoy Martin Indyk said.
The participant and another person familiar with the conversation spoke on the condition of anonymity because neither the Israeli nor Palestinian leaders have yet agreed to the U.S. proposals for final talks.
Indyk also told the group that a final peace treaty could provide for compensation to Jews forced out of Arab countries after the founding of Israel in 1948. That would give descendants of those refugees living in Israel a potential financial stake in a deal long assumed to also provide compensation for Arabs who left land in what is now Israel.

The US Mideast peace envoy adumbrated the framework agreement being negotiated before US Jewish leaders Thursday, and said that a solid majority of settlers will remain under Israeli sovereignty.
Martin Indyk told a conference of Jewish organizations that the framework agreement between Israelis and Palestinians will include compensation for Palestinian refugees, and will also reference the right to compensation for Jews who were forced to flee Arab countries on the eve of Israel's formation.
Indyk noted that roughly 75%-85% of Jewish settlers will be allowed to remain in their West Bank homes as part of land swaps between Israel and the Palestinians, which will be based on the June 4, 1967 Green-Line.
Indyk denied stating any specific numbers in regards to ongoing negotiations when asked by Yedioth Aharonoth.
Acording to those present, Indyk added that the question of whether settlers will be allowed to remain under Palestinian sovereignty will be postponed until a final status as opposed to framework agreement. According to Indyk, the Palestinian leadership has no intention of forming a Palestinian state "clean of Jews".
The framework deal will be presented by the Americans in the coming weeks, and will also reportedly include recognition of Israel as the nation state of the Jewish people and Palestine as the nation state of the Palestinian people."
The deal will also include security arrangements that will govern the formation of a buffer-zone between Jordan and the West Bank with new fences, sensors and remote piloted vehicles, which will be footed by the US as part of their donation to enforcing the peace deal.

How many present day Israelis were born in the West Bank? Do the ones who were born there stay and all others leave?
That's were you argument is leading, but realy it's not.
As usual you didn't think it through, and now are caught.
If they all demand to stay then all the Palestinians and their descendants, forced out durig the Nakba, have a equal right of return.
So, IYHO, do all the Israeli emigres to the west bank leave minus the ones born there.
The thing is, , that they consider themselves Israelis.

(6,834 posts)about 1/3rd of Palestinians were forced out by Israeli troops, 1/3rd fled on their own, and 1/3rd fled at the behest of local Arab commanders.
Do they all have the RoR?
Since allowing all the Palestinians currently considered refugees back to Israel, would effectively destroy Israel, do you support a single Palestinian state?
What really needs to be done is let a nominal amount back (A few thousand at most), rest will be compensated monetarily by Israel (even though Israeli troops did not force them all out). At the same time any Jews forced out of arab countries during the period 1947-1967 would be compensated by the arab countries.
The total amount of compensation to be determined at negotiations between Israel and the PA (as the PA is the designated representative of all the Palestinian people they have the right to do this negotiation). Otherwise you would be expecting Israel to negotiate individually with million of people, which is ridiculous and nearly impossible.
