Are the criminal indictments Israel issued in 2008, evidence Israel can investigate alleged crimes?

In 2008, Israel issued 3 indictments of its soldiers concerning misconduct during the Gaza war.

Israel has now started investigations of its conduct in the more recent war, and some Human Rights groups are questioning whether Israel should be the one conducting these examinations.

But do the indictments that followed from the last war serve as some evidence Israel can conduct a fair investigation?

After the 2008-9 war in Gaza, in which up to 1,400 Palestinians were killed, more than 50 events out of 400 that were examined were referred to the military police for criminal investigation. Three investigations ended with indictments, according to the military. Btselem noted that the harshest sentence was given to a soldier who stole a credit card.

then what exactly are the Palestinians worried about? It is really not that easy for a democracy to commit mass murder. Some judges and prosecutors are doves when it comes to political issues. The Israeli government cannot just bribe its judges or prosecutors, who are promoted based upon how big convictions they get.
