If talks fail, Hamas says it will not return to war

The indirect Palestinian-Israeli negotiations are expected to resume in Cairo on Sept. 23 to discuss a permanent cease-fire, with little hope of a breakthrough.

In an interview with Al-Monitor, an Egyptian official, who is close to the upcoming negotiations, said that talks will be tough between the two sides. The source explained that the two parties stand on opposite sides, far apart. The Israeli delegation is expected to demand the disarmament of the Gaza Strip, while Hamas will demand the construction of a seaport, the operation of the airport and the release of Palestinian prisoners in exchange for delivery of the bodies of Israeli soldiers.

This means that this upcoming round will not be the last, in light of the difficulty in settling these major issues. The next round has yet to be scheduled.

“The option of military operations in case of failure of the upcoming negotiations between the two sides is not on the table at all since the cease-fire agreement clearly specifies the cessation of all land, sea and air hostilities between Gaza and Israel. [It also] provides for refraining from any ground invasion operations of Gaza and the targeting of civilians and for halting the firing of rockets and various types of attacks on the border,” the source said.

Regarding the possibility of renewed military confrontation in Gaza with the start of Palestinian-Israeli negotiations in Cairo, the source indicated that the situation in Gaza has remained unchanged after the end of the war and will only worsen.

The unnamed Hamas official says that the failure to settle the issues in question will not necessarily mean going back to war.

And in fact, the Hamas official who did provide his name said that military conflict with Israel was inevitable if talks fail.

So, the headline is simply a bald-faced lie.

RAMALLAH (Ma'an) -- Prisoners who were rearrested this year after being released in the 2011 Shalit deal announced they would go on hunger strike Tuesday to pressure the Palestinian delegation in Cairo to negotiate with Israel for their release, a rights group said.

The Ramallah-based Palestinian Prisoner's Society said Monday that the strike would be observed by 63 prisoners who were among a group of 1,027 freed by Israel under the terms of a 2011 swap arrangement.

PPS head Qaddura Fares echoed the prisoners' demands in a statement, calling on the delegation to "hold onto the principle of releasing these prisoners especially since they have begun considering an open hunger strike in protest of their rearrest."

The strike is timed to coincide with the resumption of indirect truce talks in Cairo aimed at cementing the terms of a ceasefire deal which ended 50 days of fighting in and around Gaza, and which went into effect on Aug. 26.

RAMALLAH (Ma'an) -- Israeli forces have detained 174 Palestinians across the West Bank during the second week of September alone, a Palestinian rights group said Sunday.

The Palestinian Prisoner's Society said in a statement that Israeli troops detained the largest number of Palestinians in the northern West Bank district of Jenin, where 69 people were taken in a arrest raids.

The Hebron district came second, with 40 Palestinians detained.

Seventeen were arrested in Ramallah, 12 in Bethlehem, ten in Jerusalem, five in Tulkarem, four in Nablus, and four in Qalqiliya, the statement added.

CAIRO (Ma'an) -- Fatah, Hamas, and Islamic Jihad officials will meet on Monday in Cairo before indirect talks a day later with Israel, Egyptian sources told Ma'an.

A meeting will be held at the Egyptian intelligence headquarters to discuss the reconstruction of Gaza.

The sources warned of continuing disagreements between Fatah and Hamas officials which Israel could potentially take advantage, without going into further detail.

The Egyptian relationship with Hamas is changing positively, the sources added.

On Aug. 26, Israel and Palestinian factions agreed a truce that ended 50 days of deadly conflict in the Gaza Strip and provided for a resumption of negotiations within a month to discuss unresolved issues.
