Not too surprising. There's always room for improvement, of course, but that's a pretty solid foundation.

There are some places I thought surprisingly high (Pocatello, Idaho, 71; Coeur D'Alene, Idaho, 66; Norman, Oklahoma, 92. Hey, not bad.).
Similarly, there are some others that I thought surprisingly low or didn't find surprising at all (Rock Springs, Wyoming, 0).

Perfect score in regard to laws, and especially good in regard to Municipal employment.
