For shellfish in the oven, I've seen experts put on oven safe pot half-full of water in the oven. The 15 minutes it takes to cook isn't enough time to evaporate all the water.
Apparently, having saturated air in the oven helps assure no drying out of the tail meat.
I've seen this a half dozen times on cooking shows.
I did it with crab legs & it worked great. Actually I used a cake pan full of water.
