I admit I'm a little surprised it caused a burn, but your dog might have really sensitive skin.
If you are concerned about residual, a very dilute solution of boric acid (available at any drug store) could be dabbed on the surface then rinsed away.
The ionic strength of bicarbonate or carbonate is not high enough to do any defatting of the skin (burns that bad require sodium or potassium hydroxide) so the irritation should be short term.
Hope doggie is OK soon.
