The mayor is the boss for city police
The sheriff is elected and boss of the deputies
The state officials are elected that are the boss of state police.


On occasions I have made complaints about police misconduct to the first two and have told them "I vote". They have got back to me and thanked me. Once the Mayor of Lansing Mi told me the officer will not get a promotion in the next year as I was only one of many to complain about the officer. The officer called me to apologize to me. I made a complaint about a deputy, that deputy no longer works for the department. I was one of many reason.
