Illinois House introduces less restrictive gun bill

An Illinois House version of legislation to allow people to carry concealed weapons that emerged Wednesday would not let Chicago have its own set of rules and could make it easier to get a permit.

The latest proposal is an attempt to address concerns of gun rights advocates who balked last week at a more restrictive Senate concealed carry bill favored by gun control supporters. Backers, including Democratic Speaker Michael Madigan, hope the House version finds enough common ground between the two sides to clear the General Assembly and meet the standards of a federal appeals court ruling that put the issue into play late last year.

"My expectation is there will be sufficient votes to pass the bill," said Madigan, D-Chicago.

If they don't pass any CCW bill by June 9th, a court order kicks in that makes their FOID their CCW.

2. Home rule creates some problems too

Because we are a "Home Rule" state, after June 9th any municipality, county, township etc. can also pass their own set of CCW rules to further restrict carrying and create a nightmare of differing rules where you are legal in one county and a felon as soon as you cross the borer into the next county.

Tom Dart, the Cook County sheriff and one of Rahms' lapdogs (with higher office aspirations) has already outlined "His rules" for Cook County and Chicago if they don't pass a state wide law. Big surprise, it's a "May Issue, if I feel you're worthy" system. Did I mention that it's an elected office and Dart's running again? (Insert campaign donation joke here)

They have tired to ram through the Chicago May Issue version three time now and got only 30 votes each time - e.g. the Chicago legislators. Brandon Phelps (D) Shall Issue version on he other hand has received around 60 votes each time it's come to the floor from both sides of the aisle.

The "we don't want any CCW" legislators from Chicago don't seem to grasp that they really don't have a choice any more

But the clock is still ticking, in spite of AG Lisa Madigan's; "I may appeal, or I may not appeal, I'm not sure" grandstanding.

Hell, they've only had 6 months to work on this what's the hurry right?

It effectively deals with "home rule" on gun control issues...... snicker, snicker!!!

This is a good law, and once it is passed, it will only take a simple majority to modify later....

This is the proverbial camel's nose under the tent, as far as Chicago gun control is concerned. And gun control forces don't even realize it. They are too busy to be bothered with facts at the moment.

It finally dawned on the control freaks, like our buddy DINO Rahm, that to have a statewide, consistent law, would mean giving up some of their local laws and regulations, just like California. Rahm waited until the session closed and sent a blistering attack on Madigan in the media. In Illinois that ain't healthy for your local career ... or if you ever want any support from the state.

The behind the scenes story is that Speaker Madigan's daughter Lisa, State AG, is running against Quinn in the primary next year for Governor and Madigan wants all those downstate votes to owe him a big favor when she does. When he realized the gun controllers couldn't get over 30 votes, even with him pushing a control May Issue bill, he saw which way the wind was blowing and got on board with Phelps bill.

The thing that really pisses me off is the way Quinn, Cullerton and the media talk about law abiding gun owners and gang bangers, as if there were no difference between a corner drug dealer in Chicago and a pharmacist from Kankakee that wants to carry, as if they were both equal threats to public safety.

But Madigan is behind this now and there are a lot of Downstate Dems in both the house and senate that could easily lose their seats if they vote the way Chicago tells them too and that could lose Madigan the speakers seat after 32 years in charge. He isn't going to let that happen.

Yep, unfortunately practically all of them suffer from a text book case of the Dunning–Kruger effect, with a good dose of False-consensus effect thrown in for good measure. Typical of elites.

I am afraid their will be far reaching repercussions for their, and those like them's amazing short shortsightedness.

LOL currently my kid's high school is raising funds for Color Guard, and band, by raffling off a really nice rifle.... These "gun control advocates" really have no clue just how out of touch they really are with reality on the ground.

There is little reason to expect a person with a carry permit to be able to stop a drive by shooting.

Still allowing honest, sane and trained gun owners to legally carry a firearm should help a fair number of innocent victims to resist a violent attack on the street.

Of course such incidents will receive little attention as often merely showing the possession of a firearm causes a thug to flee. The thug will then decide to chose his victims more carefully or to chose a different line of criminal endeavor. If the victim shoots or kills the attacker, the report will likely only appear in the local news.

There will be a very few incidents in which someone with violent tendencies gets a carry permit and commits a crime with it or when he foolishly carries a firearm without a proper holster and has an accidental discharge. Such incidents will likely get national attention.

I have decided to support gun laws and restrictions passed at a state level as long as they meet judicial review. It seems only fair that the voters of a state elect representatives who pass laws. If the majority of voters disagree with those laws, they can vote in new representatives who will overturn them. To me, that seems fair.

if they do nothing, IL becomes Vermont light on June 9th per the federal district court's order. Since they don't want that, and a may issue doesn't seem to have enough votes, this is their next best thing in their view.

That includes the latest "Compromise" proposed by Chicago based representative Kwame Raoul and praised by the media jackals and editorial boards at both Chicago papers. Except ... that it wasn't any compromise but the same restrictive, straightforward "May Issue" turned down 4 times so far and even gave Chicago it's own restrictive permit system on top of the May Issue state system.

The Chicago people are actually having a hard time realizing they are part of Illinois and not vice versa.

The Illinois Senate Executive Committee voted down a so-called compromise concealed carry law passed by the House on a 6-8 vote Tuesday. The Committee also approved its own version of the plan that would keep local gun ordinances intact.

Majority Democrats on the committee drove the 10-6 vote in favor of the bill by Sen. Kwame Raoul. Raoul said he doesn't know how many votes he has on the floor or when he'll call the bill. The legislation doesn't include a provision that overrides all local ordinances on firearms -- such as Chicago's assault-weapons ban. That's the hallmark of a proposal the House passed overwhelmingly just last week. The Senate panel defeated that plan Tuesday. Sen. Don Harmon, an Oak Park Democrat, says such a pre-emption is "a bridge too far." Raoul's measure also prohibits carrying guns wherever alcohol is served for consumption.

Illinois Governor Pat Quinn says Senator Raoul's legislation provides a reasonable framework that would protect critical gun safety ordinances across the state. Last week Quinn vowed to fight the House plan when it reached the Senate.

and finally give the citizens the civil liberties every other state give their citizens. It is always good to see civil rights expand instead of restricted.

They've had 6 months to address this and they waited until 2 weeks before the court appointed deadline to even start.

The gun control morans, unsurprisingly, don't believe that June 9th is a real "brick wall". When Vermont style carry starts everywhere but a handful of home rule cities, they will be blamed for stopping any training, requirements and rules of any kind. Then of course, we all go back to court and Cook County/Chicago writes another series of big checks to the NRA, SAF and ISRA.

Anything can happen but, ... since the Dem run House voted for their own bill 85 to 30, with 1 present, way past a veto proof majority. It's also supported by Mike Madigan, who has been speaker for 32 years and is the real power in the state-period. Cullerton didn't even let the Senate floor vote on the House bill because he didn't have the votes to stop passage, so he killed it in the committee he controls.

Unless Madigan and Cullerton struck a quiet, behind the scenes deal, Madigan may use a shell bill this week to ram through the original House bill by attaching it to another bill they have to vote on and make sure that nothing Cullerton proposes ever makes it to the House floor again - end of his career.

Madigan needs the support of all those downstate Dems for his Daughter's run for Governor against that idiot Quinn next year. His support of the Brandon Phelps sponsored House bill was a great way to assure they would be there when he needed a favor. Now, Cullerton is getting in the way of that and traditionally that's a really bad place to be.

Ask our last 2 Governors what happens when you cross Madigan. They'll answer when they finish their Federal prison terms, in another 12 years or so for Blago.

He went out of his way to cross Madigan and even his own Father in Law alderman Dick Mel, that gave him his political start in Chicago.

By his second election as Governor (orchestrated by Mike Madigan, Illinois Dem Party head) he was guilty of the worst thing a politician can do, believing his own press releases, and he actually thought he was headed for a White House or a Veep run and didn't need all those "little people" any more.

His first mistake was turning in his own FiL on a phony dumping permit beef. That's just not done in the system here. By the time the Feds had him wired for sound there was no one left who cared enough to give him a friendly "heads up" to watch what he said. (Not that he would have listened anyway.)

Eventually Madigan led the way to boot him officially out of the Governor's office in the House.
