Oregon currently requires background checks for purchases from a licensed dealer or at a gun show.
SB 941, dubbed the "Oregon Firearms Safety Act'' and introduced Thursday by Senate Judiciary Committee Chair Sen. Floyd Prozanski, D-Eugene, would expand background check requirements to gun transfers between private individuals, whether through the Internet or personal contact.
It would, however, specifically exempt background checks for the transfers of firearms by or to a law enforcement agency, private security, members of the U.S. military, between spouses, domestic partners or other immediate relatives, or the transfer of guns resulting from the death of a firearms owner or involving a gun turn-in or buy-back program.

(10,164 posts)I'd like to see some nuts-and-bolts details (cost, measures taken to avoid this becoming de facto registration, etc.), but assuming there are no problems, I'd certainly support this.
As an aside, I am friends with the first person quoted in the article, Jenna Yuille. She's pro-gun-control, but is not a supporter of radical, confiscatory measures or blanket bans. Jenna's good people.

(17,502 posts)I would rather have a shall issue FOID system similar to IL, and maybe even have it as a defacto CCW like Czech Republic. If the state maintains the records well enough, it could lessen the work load NICS call centers, like CCWs currently do. If someone ineligible is caught with a gun that can be traced to a 4473 with your name on it after the law is implemented (and it isn't in NCIC as being reported stolen), then make you at least civilly liable.
