They understood that collectively our power came from the strength of each individual. These rights were to be maintained by a responsible notion of living within a peaceable society while allowing for the fact that not all nations (individuals) would be of this same idea. In essence they were trying to create a treaty whereby the individual was synonymous with the government. They understood that power comes from the individual toward the collective. In times where an individual had need to draw upon the collective, the power would flow in that direction and the individual would return according to their talent.
