US House rebuffs bid by Republican hardliners to end some sanctions

WASHINGTON (Reuters) - The Republican-controlled U.S. House of Representatives on Tuesday turned back a bid by hardline conservatives to end five presidential emergency declarations that allow for sanctions against America's enemies in the Middle East and Africa.

Four Republican Representatives - Lauren Boebert, Matt Gaetz, Paul Gosar and Eli Crane - used separate measures known as privileged resolutions to require votes on whether to end longstanding emergency declarations involving Syria, Yemen, Iraq, Libya and Democratic Republic of Congo.

The House overwhelmingly rejected the resolutions in a series of votes, after mainstream Republicans and Democrats warned that ending the emergencies would unfreeze the assets of militia leaders, arms dealers and accused war criminals, while denying compensation to U.S. victims of terrorism.

The hardliners said the emergency declarations, dating back to the presidencies of Republican George W. Bush and Democrat Barack Obama, were out-of-date and had become examples of the "deep state," former President Donald Trump's conspiratorial term for Washington officials who opposed his will.

4. Individuals and organizations in those countries are sanctioned, including arms traffickers,

war criminals and terrorist organizations.

As noted in the OP, the sanctions are also used to enforce civil judgments in favor of victims of terrorism.

5. So any nation can sanction any other nation or companies or individuals in another, or only america?

Or just nations with a currency thats the only currency of international trade and a trillion dollar a year military and intelligence operation to back it up…with far away killings if necessary…no trial needed!?

6. It helps when the US can convince others that the target is a bad actor.

Cutting off the supply of dollars is hardly a death sentence. Internationally, a sanction is just a boycott. Countries are free to ignore it or impose their own sanctions.

The Syria, Iraq and Yemen sanctions involve Iran's proxies in ongoing conflicts. Like it or not, the US designates Iran as a state sponsor of terror and can make that label stick.

The Libya sanctions target warlords fighting over a failed state. That includes Khalifa Haftar, a US citizen wanted for crimes against humanity.

The DRC is yet another war-torn country. US Treasury has sanctions targeting key belligerents and the illegal trade in conflict gold.
