On Navy auditability

Parts of the HASC were trying to fry ADM Harris (PACOM) about Navy auditability issues today.

1. It's not his job; he just uses the resources supplied to him by others.
2. DoD was both penny and pound foolish (IMHO) in insisting that new service IT development be halted until defense-wide IT solutions were implemented. Remember DIMHRS??
3. DoD Finally allowed Navy Personnel to implement new procedures to notify units in advance when they should get trained personnel. But what of the rest of the accounting processes?

Navy still relies in part upon stovepipied systems, some of them dating back to punched cards and batch processing.

Probably the same for the others services. None has a clean opinion yet.
