2. Yes, the downlow I read is that

Somehow no one is copping to writing it and everyone is saying they didn't notice this was even slipped into the overall budget? And Youngkin's higher ed person is pushing it ($) so he's loathe to veto now. I do find it suspicious no representatives seem to be speaking out about this, R or D, almost like they're all okay with it.

3. If anyone inside his operation is pushing it that's all I need to know

I wonder how much this actually costs the Commonwealth. Regardless of the price, it’s a shitty thing to do.
