NFL teams propose major changes to video replay and overtime rules

• Washington wants any play to be subject to coaches’ challenges or to automatic review by the officiating department in New York. The team also suggested that all personal fouls be subject to review, while Kansas City wants potential personal fouls that were not called on the field looked at.

• Philadelphia wants scoring plays and turnovers negated by a penalty to be reviewed, and Denver suggests adding all fourth-down plays that are spotted short of a first down or the goal line, and all extra-point tries.

• The Rams, Panthers, Seahawks and Eagles want to include reviews of designated player safety-related fouls whether called or not on the field.

• Kansas City proposes that both teams possess the ball at least one time in overtime even if the first team with the ball scores a touchdown.

According to the link, the competition committee will present teams’ proposals and some of its own to the 32 owners at the league meetings March 24-27. The idea of more or even unlimited coaches’ challenges is not new but could have stronger support now. The league is reluctant to expand replays for officiating because it would slow games.

There should be no overtime/sudden death except in the playoffs. Play to win in regulation, not to tie. I agree that the time for a central officiating department has come, but why can't it be on-site in the form of a booth official who is in contact with the head referee?

15 minute quarters sudden death. They already moved the kickoff forward but make touchback a 20 yard rather than 25 yards so the average starting field position is decreased. It was a problem before with the kickoff moved back to increase scoring and kick returns which did its job but they moved it forward and increased touchbackss to protect players but it is an overall mess now.
