5. Nothing new here.

There are quite a few cars/cycles like this especially in Holland.
Usually registered like mopeds. They tend to have limited top speeds
and can be used where you can't get a car around. They make a lot of sense for an intown vehicle
good for shopping, work and back. You can have the get away car for trips.
