Why are roads dangerous?

Perhaps it is because police and DAs don't take vehicle crimes seriously.

The driver killed 2 and injured 17 people. Gets 1 year in jail, 180 day license suspension and a few years probation. The DA decided they didn't have a case. The driver lied about the collision in the arrest documents.
