It doesn't specify what groups constitute those who did not have past participation. It might include first timers, however, that's not specified.

The footnote for what past participation means (They *'d it):

*Past participation refers to previous participation in a Iowa Democratic Presidential Caucus.

So, have they ever caucused on the Democratic side, yes or no.
