(sorry I can't remember the name) where a group were able to show how easy it was to alter the vote count on an electronic voting machine and NOT get caught doing it.
I don't think that the Republicans do it everywhere but only in certain pre-determined areas which can impact a total election and minimize the chances of getting caught doing it. That is more incidious.
