There are actual political offices that have been settled this way in a number of elections

But that isn't how we should choose a president. When precincts in presidential caucus can't otherwise decide who gets a delegate, they should award one fewer delegate.

Yeah, good times.

If you're upset about this method of election, lobby the Iowa Democratic Party to change their methods for the 2020 Caucuses. It's never fair to change the rules after the game.
