but yeah, in most cases, something more has to be done to actually address the problem.

more than mere words can be involved...at least at the macro level.
Ending mass incarceration of non-violent drug offenders is "taking responsibility" in word and deed. There's not much you can do for a nonviolent offender that's been locked up for a decade beyond that, though.
