Yes, it's exactly Clinton's plan other than that 50-cent difference. This is why I hate American politics.

Upstate towns arent seeing the same profit and foot traffic as NYC, likewise, Ithaca NY isnt paying $7 gallon for milk like NYC is.

She even used NYC, LA, and Seattle as examples in the debate.
