He recovered quite a bit in the first several weeks afterwards, but never fully. I drove behind him one day and he would drift left to the dividing line, adjust back to the middle of the lane, drift left, adjust back, over and over. Hillary took a long time to recover from her fall and concussion in late 2012. Bill Clinton said it took 6 months for her to fully recover.

I think he may have been tired or frustrated or some other human frailty. It's not like Reagan's Alzheimer's or Shrub's brain damage. As for Hillary, I have read about the concussion and even seen it speculated that she suffered a minor stroke. Again, I don't see any real evidence of incapacitation, so it's a non-issue for me.
