West Va Delegates Question

Hi Folks,

CNN is reporting 48.4 to 42.2 in favor of Sanders....but that only adds up to 90.6%. What happened to the other 9.4% of the vote? Who gets those pledged delegates?

Let's assume for now that around 9% of the vote isn't for Sanders or Clinton. What happens?

I don't know whether it is the case for every state but I heard that there is a limit that is needed to be elligible to earn delegates. Somerhing like 20% I think.
