It's not possible to cheat on a hand-count by inserting a self-deleting computer program. Hand-count cheating requires a political machine that people recognize as such. It's not possible for some unknown wankers in a bunker to fix the election by remote control.

It's not possible to cheat in hand count without it becoming obvious. That's why ballot stuffing is famous and odious and has a long tellable history, and electronic cheating is merely inferrable and contestable - a black box! At least, until the software is open source and not proprietary and audits become thorough and automatic and actionable and exit polls are considered as evidence in American elections just as they are in those elections abroad that the State Department chooses to contest.
