That's been the plan for the last few hours. It does appear he's 30 minutes behind.

MSNBC was misleading people with its headline that he'd be speaking shortly. 1:00 was the expected time for his event.

To help him get rid of his red, puffy, teary eyes before he goes on stage?

I kid (somewhat).

He's running late but I have to imagine the content of the speech is being tweaked. I don't think he expected to get absolutely demolished this badly tonight.
