What exactly do people think the VP does? What legislative power do they think they have?

They don't set policy. That is the job of the President. They don't vote on legislation except to break a tie in the Senate. So why would you want to take an influential person from their Senate seat and put them in a spot that mostly just goes to funerals?

As she is neither an empty suit like W nor an overgrown ADHD narcissist like Trump.

You be prez, I'll hang out. Hillary isn't about to let that happen. Too strong.

I sometimes want people to ruminate on Walter Mondale and Spiro Agnew and Joe Biden and Nelson Rockefeller and Al Gore. Gore, maybe, was somewhat active in policy, but the main job is to be a liaison between executive and legislative branches while presiding over the Senate. And ceremonial/public affairs.

...generally a policy development role that the President assigns. This is no longer an "attend funerals and wait by the phone" role.

That could be important because currently the Senate race analysis puts it at 50-50.

For one thing, Hillary will be almost 70 years old when she takes office, and I don't think her health is all that great. The other reasons I won't get into because I don't want to break the rules.
