Did Paul Ryan break House Ethics Rules by filming his new political ad in the halls of Congress?

Paul Ryan came out with his new political ad "House Budget Trailer: America Deserves A Better Path" about his slash and burn 2013 budget, and the video is filmed on the grounds of Congress, which is totally against House Ethics Rules, here is a screenshot:

after she was sworn in as the first female Speaker of the House. All the cries (oddly enough, from people who had no problem with a Republican doing the same thing when he was sworn in as Speaker) were about how it was "not right" for her to do such a political thing ...
