because you KNOW he's going to blab to somebody.

Isn't this something that is done, just as a courtesy, and there is no law mandating that it happen? I seriously don't think it would take much to bring Hillary up to speed, starting on November 9.

Yes, it is voluntary until they become the president-elect, and at that point they get the same briefing the president does.
