He calls on his hacker troops, ( and Russians probably) and says... go find some dirt on the Democratic party, or Hillary or Media Matters. Then Assange announces he will have a big story. The hackers tell him, yes, it will be ready by XXX

So Assange says we will have something on XXX. And then.... they can't find anything scandalous, or they can't hack their target.
So Assange makes up some stupid story.
