How do they get away with this?

Who are these people connected to?

in my girlfriends building, we know there are people who are 5 or 6 months behind of rent but my girlfriend and her mom were late once and they got a eviction notice on their door. Maybe they just ignore it and they don't care when they get a notice every month. I know it takes a while to evict someone especially if they refuse to go. The thing that makes me mad about this is that a normal person who was late once with a payment could be facing eviction but these asshats don't pay since 2009 and they are still living in their home? WTF!!

I will never understand how this works out for some people. The rest of us would get booted out the door.
