1. Obviously we all don't know what is going on behind the scene but wouldn't it be a good starter

if there were 5 plans (president Obama, House Democrats, House Rs, Senate Democrats, Senate Rs) to begin negotiations. But each plan had to have a requirement of at least $ 3 trillion total made up of cuts and tax increases.
