Obama doesn't want to appear to be putting his thumb on the scale.

he's not going to do that. He doesn't need to. Hillary Clinton is going to win this election, and the Democrats will have a slim majority in the Senate.

There is nothing to gain by risking a move like punishing Comey. So, it's not going to happen. Instead, President Obama will continue to campaign for Hillary. That will have a positive effect.

3. Lynch has been deafeningly silent, she's the boss at Justice. Comey reports to her.

Why, now with possible election abuse, we hear nothing even from the Civil Rights Division.

ploy and trump would echo that from the halls.
Better to wait until after the election, then give Comey the lumps he has richly earned.
