I honestly believe that comey and the republicans realized that their fake scandal was blowing up in their face as the media and the general concensus of the public was turning on them. They werent supposed to give a conclusion to the "investigation" for WEEKS. This is major CYA for the FBI. Investigations into guiliani and the FBI leakers are coming.
