It is a long shot, to be sure. Were Boxers amendment, which would amend the U.S. Constitution, to pass, it would not take effect until it had been ratified by three-fourths of states within seven years after its passage in the U.S. Congress.

(16,104 posts)If we can't fix the Constitution, we can start chipping away at how each state delegates the electors, allow proportional representation.
Which brings us right back to Republicans.
