No less a progressive than Howard Dean told me the same thing years ago.

About 4 years ago, I asked Howard if there was any way the Senate Democrats would want him replaced, and he laid out to me pretty much what you said. They want as majority leader someone who know the ins and outs and how to get things done, and the majority leader's effectiveness doesn't always depend on his or her individual politics.
