The elevator itself is comparatively cheap - the elevator SHAFT, however, is gonna cost loads and screw over the neighbors.
Check out this http://www.tanglewood-construction.com/Projects-in-Progress.html web page, of a similar situation. ?u=3440294902 Note the extensive excavation, and the height/depth of the concrete form work. Then check out the pictures of the current La Jolla house http://www.cnn.com/2012/04/09/politics/romney-tone-deaf/index.html
which ain't too shabby, and figure out how much of the lot the new warehouse/barn size basement is gonna eat (most of it). Then think about living next door, or across the street..... And consider, if they don't hit ledge above the water table, they will need to drive sheet piling to keep the ground in place.
Mitt has people for this - and they did not do well for him. He had a big and growing family then, and his people put him in the wrong house, and he was numb enough to go along. If he had spent double the money (this was $11 mil.), he would have enough room and parking, and not be f*&%@# up his neighbors, or having to pay them off to build a monstrosity. It ain't like he did'nt have it then, and this one ain't gonna be free.
