Their ultimate goal is to bring the government to a stand still. Everything they do is in service to that goal.

the the Repubs would never let the Dems pass one? It would have been filibustered on arrival to the Senate. Besides the "budget" is just a blueprint. The individual committees do the actual markup and the Congress ultimately authorizes what can be spent. Far as I know government has still been operating all this time.
